Proposition 1B gives billions for expansion of ports and highways and gives a green light to private industry to continue environmental racism in fenceline communities around ports and industrial zones. Prop 1B is a boondoggle to private industry that strains the state's ability to pay for schools, health care and other vital services in the future.  Penny Newman, Executive Director of Center for Community Action and Environmental Justice in Riverside, breaks it down in conversation with Lisa Adler.
