Take Action Against Educational Racism

Join us in urging LAUSD and City Council to oppose the expansion of Los Angeles Municipal Code 45.04 and to implement a moratorium on daytime curfew ticketing

Is Being Late a Crime?LAUSD Board member Tamar Galatzan is working with LA City Councilmember Tom LaBonge to expand the jurisdiction of law enforcement to give daytime curfew citations to students on public school grounds who are found out of class, and to allow officers to issue citations on the first "offense." The motion explains that the proposal is in response to a recent court ruling that prohibits citations on campus and restricts officers to ticket only on the third "offense," although according to surveys of over 1,400 students gathered by the Community Rights Campaign, "first time" tickets are already being given.

For the past year, the Community Rights Campaign has gathered testimony and research on the impact of LAMC 45.04. The negative consequences of these citations are numerous, including discouraging students from going to school for fear of being ticketed, causing significant financial and emotional stress on students and families, and creating a more hostile school environment for students.

The current move to expand LAMC 45.04 will create civil rights harms for LAUSD's students.   The proposal targets public school grounds-given that 91% of LAUSD students are students of color, and given the pervasiveness of racial profiling by police, we know this will mean more Black and Brown students stopped, cited and targeted, as they already are by this law. 

The proposal also contradicts the district's policy of Positive Behavior Support. One of the primary goals under PBS is to implement discipline policies that are non-punitive and non-exclusionary.  Yet, increasing the power of officers to ticket students (where they then have to miss a day of school) is both punitive and exclusionary!

We must seek alternatives to address truancy and tardiness that steer our children away from not towards the criminal legal system.  Handing school discipline issues over to police and the courts is pre-prisoning our youth. Rather than expanding LAMC 45.04, our elected leaders should be moving towards repealing it.

    • Ask her to WITHDRAW her motion in support of expanding LA Municipal Code 45.04
    • Tell her our students need resources and counselors, not more policing and tickets!
  2. Contact LA City Councilmember Tom LaBonge

    • Ask him to WITHDRAW his motion to expand Municipal Code 45.04
    • Tell him that this amendment is racially discriminatory
